The notion of the 'core executive' has been given a central place in analyses of British government. But an important new report from the influential and well connected Institute for Government found a conspicuous lack of joined up thinking between Numnber 10, the Treasury and the Cabinet Office revealing a 'strategic gap' at the heart of Whitehall.

Interesting if this is something more profound under the Brown leadership than under the Blair one.
The perception is that the Brown way of doing things is to consult only Balls.
I think that excessive bilateralism was a problem under both Blair and Brown. Blair believed that if you announced something it would happen - what is sometimes called 'deeming'. The Institute of Government is clearly backed by the great and the good and part of their (legitimate) agenda is to try and get it right next time.
